Dr. Vela graduated as a General Dentist from the Universidad Autónoma de Baja California (Autonomous University of Baja California), and as an Orthodontic Specialist from the University of Ciudad Juárez, He has several certificates and recognitions for talks given in continuous education courses for the Association of Dental Surgeons of Mexicali and the Association of Dental Surgeon Graduates from the Autonomous University of Baja California.

He has certificates of attendance to national and international courses. He has written quite interesting articles for a local newspaper, La Voz de la Fronterafor over 10 years. Additionally, Dr. Vela has adopted public spaces and gardens such as those of the Casa de la Cultura (local Cultural Center) and Glorieta Cuauhtémoc (a traffic circle, located on a street close to the downtown area).
